Ritchie Haynes stepped into his new role as City Manager on January 1, 2021 and has not wasted any time in reorganizing city operations due to his position of Assistant City Manager being vacated and the retirement of former City Manager/Finance Director, Steve Zickefoose. Several city departments have been realigned and the following management team changes announced.

Pamela McBryde

The newly created position of Finance Director for the City of Lincolnton will be filled by Pamela McBryde effective March 2. McBryde is no stranger to public or private financial management; she has 30 years’ experience with the last 14 years in the Lincoln County Schools financial operations department. As the director of financial operations at the school system, Pamela was responsible for a $115M budget, managed federal/state/local financial reporting, payroll for 1700+ employees, and successfully increased the fund balance. In her new position with the City as Finance Director, Pamela assumes responsibility for managing all funds, financial reporting, budgeting, and debt management.

Nathan Eurey 

Currently the Parks & Recreation Director, Nathan Eurey will take on the responsibilities of Public Services Director. As Public Services Director, Eurey will retain responsibilities for parks & recreation and add management & operational responsibility for street & property maintenance, solid waste, fleet services, and public works administration.  Nathan has more than 20 years’ experience in municipal operations and has managed several construction projects for the City including the creation of First Federal Park downtown, the new Betty Ross Park River Launch & Fishing Pier, and the soon-to-be-completed Lincolnton Dog Park on Motz Avenue. According to Haynes, “Nathan’s experience in construction projects and as a director will serve him well in this role.”  

Robert Pearson

Robert Pearson, a 32-year veteran of the City who currently serves as Water Resources Director, will add oversight of the electric department to his duties which include management of the Water Treatment Plant, Wastewater Treatment Plant, and the water distribution & collection department. This combination of departments will place all public utilities under one director and enable the water and electric departments to collaborate more efficiently in providing public utility services for residents. As water resources director for the past 4 years, Robert led the development and deployment of smart water meters for City water customers, saving both residents & the City considerable money. The City is currently deploying a smart meter initiative for electric services. Haynes stated, “We look forward to more innovative solutions and upgrades to our utility infrastructure under Robert’s leadership.”

David Ramsey

David Ramsey will step into the role of Business Services Director. He will continue management of the utility billing & collection services, and add management of the Enterprise Fleet contract, technology maintenance and contract services, and additional duties with purchasing and facility maintenance. David will also serve as a City of Lincolnton delegate to ElectriCities, and as the lead administrator for the new Tyler Technologies enterprise software program recently deployed by the City of Lincolnton. “Along with his staff, David has been a driving force in the implementation of technology which is paying great dividends for the City of Lincolnton,” said Haynes.

“I am excited to announce these new positions and recognize the importance of our employees in delivering superior services to our residents. This reorganization is the result of a solid succession plan which enabled me the opportunity to realign departments based on the City’s needs. I’m thrilled to have Pam join our excellent management team and look forward to working with her as we develop the 2021-22 City budget,” said Haynes. He continued, “It is also gratifying to be able to promote three individuals from within the City staff to expanded responsibilities due to their accomplishments. It speaks to the high caliber and skills of the City’s employees.”
